Vodafone Group Plc, BellSouth Corp, Telefonica de Espana SA, France Telecom, Motorola Inc and BCE Inc’s Bell Canada are each involved in one or other of nine consortia that have put in bids for the two cellular franchises offered by the Greek government, which would like the state telephone company to have minority stakes in both winning consortia if such state corporatist behaviour can be squared with European Community competition policy.
