Consortia led by Alcatel Alsthom SA, Bouygues SA and Lyonnaise des Eaux-Dumez SA are bidding for France’s third mobile telephone licence to build a system that will compete with France Telecom and Societe Francaise de Radiotelephone; the decision is due this summer.
