Bell Labs, now a part of Lucent Technologies Inc, is setting up laboratories in Beijing and Shanghai, China, where it will work on telecoms products for the Chinese marketplace. China currently has only three telephones per 100 people, and the Chinese government wants to raise that to 25 per 100 citizens by the end of the decade.
