Bell Atlantic Corp has had a $42m rap over the knuckles for duping domestic subscribers in Pennsylvania into believing that separately charged extra services were a mandatory part of the basic telephone service: the sum breaks down $36.4m for refunds to 1.5m subscribers, $5m for the establishment of a telephone education fund, and a fine of $400,000 that goes to the state.
