Bell Atlantic Corp said its merger with Nynex Corp was being held up by delays in federal regulatory approval and it expected the closing to be delayed past the April 22 date when it had hoped to complete. Both companies said they were pleased the New York State Public Service Commission had voted to approve the deal but that they were still assessing the rigorous conditions it attached to that approval.
