All Australian residential telephone users are to be balloted this summer on whether they want to use the services of the Australian & Overseas Telecommunications Corp, or its new rival Optus Communications Pty Ltd: despite the fact that the ballot has been weighted in the incumbent’s favour – non-voters will automatically receive service from it rather than Optus ministers are said to be worried that it will still lead to an erosion of the state-owned company’s value.
