AT&T Co urged the Federal government to lift the special regulations imposed on it in 1984 because of its size and market dominance, and allow it to compete for long-distance customers on the same terms as its competitors do both within and outside the US: it asked the Federal Communications Commission to end the designation of AT&T as a dominant carrier which requires it to notify the body in advance of deploying new services; it also said it would not oppose efforts by foreign long distance carriers to invest in US long distance companies as British Telecommunications Plc proposes to with MCI Communications Corp – apparently a change of stance on the issue, although it reiterated that the FCC should implement rules that assure that before a foreign carrier is allowed to operate in the United States, US carriers should be guaranteed access to the foreign carrier’s home market within two years.
