One week before America Online Inc is to increase its monthly charge by $2 to $22, the service went down again on Tuesday, the third month in succession it has happened. The Dulles, Virginia company put the outage down to an electrical fault, which left users unable to send or receive email for more than two hours in the early afternoon, eastern time. The company claimed its overall downtime is less than one percent.
