The Soviet parliament has created another obstacle in the way of progress towards a law of copyright for computer software – a new law called On inventions in the USSR was adopted last month, which rules that computer software and algorithms cannot be considered inventions and so are not protected by copyright law; the news comes only weeks after the publication of the All Union Fundamentals of Civil Legislation, which said that computer programs could eventually be patented.
