Dallas-based ACS has been running the state Medicaid program, providing what are known as fiscal agent services, since 1996. ACS handles development and maintenance work, pharmacy befits administrations, fraud and abuse services, claims processing, call center operations, and other services.
ACS is a top provider in the state and local health and human services space, with contracts for services such as Medicaid and Children’s Heath Insurance Program. In the Medicaid market, however, ACS’ cross-town rival, services giant EDS, has a commanding lead in terms of market share. Most states outsource all or a portion of their fiscal agent services to these firms – Unisys also has a small slice of the market – so it will be interesting to see when the holdout states take the third-party route and who wins these awards.
