The web-based system will be based on commercial off-the-shelf SAP software and will replace three existing financial and accounting information systems.

Accenture spokesman Jim McAvoy said the project will be the largest SAP implementation to date for the federal government. The system will manage $100bn in annual appropriations for the Army, National Guard and Army Reserves, supporting more than 79,000 users across 200 sites worldwide.

Also bidding on the contract were IBM, CSC, and BearingPoint, each of which had formed teams to compete for the award, according to McAvoy.

Accenture will negotiate with several subcontractors for the project, although they will only handle a small portion of the contract, McAvoy said.
