MCI Communications Corp has rounded up 150 companies to sign agreements in principle to join it in forming a Personal Communications Service network under its ambitious plan to build a US-wide system with an array of partners from scratch, rather than try to rally local systems to join a national one once services are in place in major metropolitan areas; MCI says it will submit its list today to the US Federal Communications Commission before which it has an application for a licence to operate a Personal Services net; each company would own equity in the network and be the franchise operator for the geographic portion of the network where it is based.
