A research from the Office of National Statistics (ONS) has found that more than seven million adults in the UK have never used the Internet.
ONS said 43.5 million adults in the UK used the Internet in Q1 2013, representing 86% of the country’s population.
London had the highest rate of Internet users with 90% while Northern Ireland was the lowest with 79%.
The survey found that in Q1, there were 21.9 million male and 21.7 million female Internet users and 88% men were more likely to be Internet users than women with 84%.
In Q1, there were 3.7 million disabled adults, who had never used the Internet, representing 32% of those who were disabled and 53%of the 7.1 million adults who had never used the Internet.
ONS found that Race Online 2012, which was established to help more people get online for the first time by 2012, needed more frequent statistics on people who had never used the Internet, but it was not met by the annual Internet Access Survey.
Race Online 2012 was replaced by a new partnership organisation, Go On UK, in 2012.
Go On UK said: "Over the next few months, we’re focusing partners’ efforts on the North East to see the digital skills impact we can make, while aggregating activity already underway."
