In 1991, IBM Espana SA was the main supplier of both hardware and software to the Spanish government, which favours non-Unix systems: a report published by the Interministerial Commission for the Acquisition of Information Technology Goods & Services showed that the government spent $121.9m on hardware, $61m on services, $36m on maintenance, and $16m on software; IBM won contracts valued at $90.1m, and was trailed in second place by ICL Plc at $20.7m, and Fujitsu Ltd in third at $12.3m; surprisingly, Digital Equipment Corp did not figure significantly in the government’s list of suppliers; some 77% of the deals were worth over $1.1m.
