The French Ministry of Defence has signed a seven year agreement with Logica and Atos to develop a single HR information system.

The Ministry aims to merge five existing HR systems used by 300,000 agents into one, said Logica.

The entire project will need around 120 to 150 people at Logica and Atos.

In the first phase of the project, which will last for three years, Logica and Atos will create the overall system design with the plans to release the first version at the end of 2014.

In the next three years, the system will be introduced within the military, extended to civil servants and connected to payroll.

Based on SAP HCM, the newly developed HR information system streamlines and pools HR resources across the Ministry to help increase economies of scale.

Ministry of Defence Human Resources director and Army controller general Jacques Roudière said the new HR tool will help the Ministry to modernise and improve the efficiency and quality of its services.

"It will be the cornerstone of our HR management by providing value-add at all levels in our HR chain, including officers in contact with the administration and those responsible for local management at headquarters. This tool, coupled with a renovated and streamlined organisation, will also be a powerful lever for connection with the ONP (Operateur National de Paye)," said Roudière.
