The trade group said the market grew 18% last year. However, it faces hurdles including a lack of coherent government policies, a lack of government funding and no clear revenue stream for the private sector, inappropriate tendering processes, and the lack of a clear roadmap with measurable milestones.

Nasscom has proposed a three stage roadmap that by 2005 would ensure citizen services were offered online in all states and that 50% of government procurement was done online.
