The network will not be available to the general public at first, primarily because the 3G handsets are in limited supply. Many operators in other counties have chosen to delay network launches. Instead, it is open for trial and development purposes. Work is underway to refine the services that will be offered on the network, and also to probe and exploit UMTS technology.

At present, the network covers only central parts of Oslo, but will be expanded to include more towns before becoming available for general use. Telenor Mobil expects the network will be fully functional for the public by Autumn 2002.
