The action stems from complaints made by French cable companies, and the EU has found that only 15% of internet connections are made through cable in France compared with about 50% in the UK.

France is a source of growing irritation among regulators for the way that it flouts EU regulations in supporting national organizations. The European Commission already has a formal investigation underway into whether the French government’s 9bn euro ($9.3bn) assistance to France Telecom SA breaches regulations that ban state aid.

Earlier this week, the European Commission ordered France Telecom to pay back 10m euros ($10.7m) that competitors have paid as their contribution to provide telephone services in poorer areas.
