That reorganization could include billions of dollars in new financing, according to a media report on Sunday night.

Such financing and reorganization would have a significant impact on the company’s battle with the Federal Communications Commission, the US telecom regulator, and other US telecoms companies over wireless licences it won in an auction in 1997.

Those licenses, which cost NextWave 4.7bn, were taken away from the company and reauctioned by the FCC after NextWave was unable to pay for them and filed for bankruptcy.

An appeals court in June found in favour of NextWave and said the FCC had acted improperly when it seized the licences from NextWave.

While the licenses remain in the hands of NextWave, industry insiders think it is likely the FCC will ask the US Supreme Court to review the lower court’s decision.

Companies fighting to gain access to those licences, such as Verizon Wireless, have also asserted that NextWave’s plan to build its own network with the licenses is doubtful given its financial situation.

The reorganization comes just days after it emerged that a small telecoms company backed by Verizon Wireless had made a $3bn bid for a portion of NextWave’s licences.
