The draft bill seeks to set up a legal framework for broadband, VoIP and other IP services by creating a common regulatory definition for broadband services and would restrict US state regulation of broadband services.
The bill also aims to ensure network neutrality so that broadband provides could not block access to Internet content.
It proposes to ban joint ownership of a phone and cable company that offer broadband services in the same area market.
Given the current focus by US lawmakers to rebuild the country’s Gulf Coast region after the Hurricane Katrina devastation, analysts reportedly said it seemed unlikely that Congress would approve any telecom legislation this year.
