The mobile VoIP service would be in place of existing VoIP cell phone services that are required to connect to WiFi hotspots for Internet access. Details of the proposed network have not yet been decided, including the type of mobile VoIP technology. But several carriers are expected to be granted licenses to offer cell-phone VoIP services.

Technical decisions for the proposed network, which also would be used to transmit data and multimedia on cell phones, is expected in December from a panel of experts at the Ministry of Internal Affairs and Communications and telecom officials.

VoIP cell phones using the network are expected to have 15 Mbs rates, but the speed and quality of voice may go down if a large volume of users in the same area use the service at the same time.
