The award is designed as part of a phased implementation which will also include integration with the Mississippi Statewide Automated Accounting System (SAAS).

According to Tier, its WebProcure platform will automate the procurement process of Department of Finance and Administration’s (DFA) Office of Purchasing and Travel, including the electronic creation, publication, tabulation and maintenance of bids and contracts and the presentation of state term contracts in electronic catalogs.

Phase I configuration services, valued at about $500,000, include a four-month implementation of an online vendor registration and solicitation management procurement facility. The next optional phase involves providing a secure technology infrastructure that will enable Mississippi state and local government agencies and institutions of higher learning to electronically conduct business with state contract vendors.

Additionally, it also includes ongoing subscription-based ASP services, which will support procurement functions of individual agencies and the requirements of the state’s centralized procurement functions.

The total potential contract value if all phases are implemented is expected to reach $2.7m over the five-year hosting term. The contract also includes provisions for two optional one-year extensions.
