That was the end of the upbeat news for IBM Corp, which was also hit by an Associated Press report that the US General Accounting Office blamed snags with development of a $520m computer system for cost over-runs and an average 19 months delay in completing Los Angeles-class attack submarines: the costs caused by the delay are put at $218m, and the watchdog’s report also says the computer does not have all capabilities originally planned for; the Navy however did seem satisfied.
