Citing an improvement in the economy of its region, Bell Atlantic Corp, Philadelphia has scaled back the number of jobs it wants to cut this year to 3,450 from the 4,000 to 6,000 it had been looking to shed: it does not expect to have to make any compulsory redundancies.
