The US government is going to have to wait for its much-needed new $4,500m telecommunications system, bids for which were due in by the end of June: the bid deadline has been extended and a judge in the Contract Board of Appeals has until mid-July to rule on a complaint from AT&T that an amendment to the terms effectively bars regulated phone companies from bidding, because it demands a binding fixed price not subject to tariff precedent, revision or pass-through.
