Sir Bryan Carsberg in his Office of Telecommunications report to the UK Secretary for Trade & Industry says that British Telecom’s profits from international calls has increased sharply since 1988 instead of being eroded by competition: he recommends that such pricing be brought under a price cap and adds that if British Telecom won’t discuss this with him, the matter should be referred to the Monopolies & Mergers Commission; Sir Bryan also says that international simple resale – use of leased lines by third parties to offer a competing telephone service should also be permitted.
