American Communications Services Inc has called on US Congress to insure that the Telecommunications Act of 1996 is strictly enforced to ensure that the goal of opening local telecoms markets to competition is fulfilled. The company, which builds fiber optic networks and offers services to businesses in the Southern half of the US, cited instances of extreme difficulties in dealing with incumbent local exchange carriers, including problems it had with US West Inc and BellSouth Corp. US West apparently refused to support the type of loop equipment American Communications deploys, and BellSouth caused long service disruptions to the company’s new customers.
