Japan’s International Digital Communications Ltd is trying to convince the Chinese Telecommunications Ministry to buy capacity on the North Pacific Cable: if the deal goes through, the cable will be patched into the Japan-China connection, making optical cable-based communications possible between Japan, China and the US.
