Dutch national rail company Nederlandse Spoorwegen says that its business plan for a joint venture with British Telecommunications Plc will be ready within months and that a third party could be involved. The two originally teamed up in November to bid for the license for a second Dutch fixed telephone network, and parliament is expected to decide this year on granting one or more licenses for a second provider of fixed telephony services to compete with Koniklijke PTT Nederland NV, which though privatized, still at present enjoys a monopoly.
