Brazil’s Embratel is complaining that the growing popularity of callback systems used by people to escape Brazil’s sky-high telephone rates is costing the state company 8% of annual international call revenues. There is a large ethnic Japanese community in Brazil and using callback, a call to Japan costs 1.15 reais a minute compared with the 3.39 reais that Embratel charges. Embratel is a unit of federally-owned Telebras long-distance and satellite firm.
