The Vienna, Virginia-based Cable & Wireless Inc arm of Cable & Wireless Plc is to offer combined local and long-distance telephone service in Connecticut. It has agreement with Southern New England Telecommunications Corp to resell its local service so that its Business First services can include local, medium distance and long distance.
