France’s CNET National Centre for Telecommunications Research has signed two co-operative research agreements with the Russian Ministry of Posts and Telecommunications in St Petersburg: the first is for a Russian speech synthesis system to be developed by a team at St Petersburg Bontch-Bruevitch University using CNET technology and the second is for a system to measure telephone traffic – France Telecom’s National Production Service will provide traffic measurement instruments to the Leningrad Telecommunications Research & Development Institute in St Petersburg, which will be used by operator St Petersburg Network Co to measure the traffic on its network, and will also be training personnel.
