The UK Department of Trade & Industry has set out proposals on the management of conditional access and pay television and the technical standards for digital television. The proposals cover the implementation of the Advanced Television Standards Directive, including draft licenses for provision of conditional access services for digital television, following consultation undertaken earlier this year. The government is putting in place the regulatory framework to give digital broadcasting the best opportunity of an early and successful launch, Science & Technology Minister Ian Taylor said in a statement. Regulation of conditional access will be by way of licenses issued under the Telecommunications Act by the Department, and enforced by the Office of Telecommunications in close co-operation with the Independent Television Commission. The documents have been issued in draft for a further period of consultation until July 31. A single license for the regulation of all conditional a ccess services is being proposed, which will cover anyone providing one or more of the separate services, as it is more convenient to address the separate elements this way, rather than duplicating provisions across separate licenses for the different services, as was originally proposed, the Department said. This still means the separate elements can be obtained from different suppliers.
