Pekka Tarjanne, secretary-general of the International Telecommunications Union, has said that African and Middle Eastern telecommunications need at least $25,000m of investment by the end of the decade to maintain their current low level of growth; he urged delegates at Africa Telecom 94 to seek partnerships with governments or locals.
