The expansion by Compaq Computer Corp of manufacturing in Houston, Texas (CI No 2,362) marks the resumption of US production of portable computers after a lapse of more than two years: in late 1991, Compaq moved all production of portable computers offshore after the US imposed a damaging tariff on active-matrix liquid-crystal display screens used in high-end personal computers; last year, the Commerce Department re-examined the duties and revoked the penalty; the work that is to move to Houston had been done at the Singapore plant.
